My only enabled mods are USSEP, SSE Engine Fixes, SkyUI, UIExtensions, Alternate Start, Address Library, ConsoleUtil, FNIS, FNIS Creature Pack, FNIS Spells, and the FNIS Output I was trying to build to. So I think when FNIS just CTD-ed my game, nemesis just try to run that's why this shaking, floating, then eventually spinning happen.
